The ruling and opposition parties decided to postpone the implementation of the financial investment income tax for two years, from 2023 to 2025, according to the government’s tax reform plan on the 22nd. Instead, the standard for stock transfer income tax for major shareholders was decided to remain as it is (more than 1 billion won per item). In order to alleviate the housing cost burden of tenants while high prices continue, the monthly rent income deduction rate of 10-12% will be raised to 15-17%, which is higher than the government proposal (12-15%).

The financial investment income tax passed the National Assembly in 2020 through an agreement between the ruling and opposition parties to impose a tax rate of 20-25% on the excess of 50 million won in the case of investing in domestic stocks, funds, bonds, etc. and earning more than 50 million won. However, in the tax reform bill last July, the government announced a two-year deferment, saying, “The stock market conditions are unstable and time is needed to improve the investor protection system.”


The opposition Democratic Party, together with the Democratic Party, expressed its opposition to the two-year postponement plan, but accepted the government plan that day. Instead, unlike the government plan to raise the standard for stock transfer income tax for major shareholders from holders of 1 billion won or more per item to 10 billion won or more, it was decided to maintain the 1 billion won standard. In addition, the government proposed a plan to lower the current 0.23% stock transaction tax to 0.2% next year and 0.15% in 2025, but the ruling and opposition parties decided to lower it to 0.2% next year, 0.18% in 2024, and 0.15% in 2025. It plans to further cut the securities transaction tax in 2024.

However, the ruling and opposition parties agreed to raise the monthly rent income deduction rate for non-homeless tenants to ease the burden on tenants. Currently, the government has announced that it will raise the income deduction rate for annual income of less than 55 million won from 12% to 15%, but the ruling and opposition parties have decided to raise the deduction rate to 17%. The government’s proposal was to raise the rate from 10% to 12% for annual income of more than 55 million won and less than 70 million won, but the ruling and opposition parties said they would raise it to 15%.

Comprehensive real estate tax will abolish the heavy tax rate for owners of two houses in areas subject to adjustment, such as Seoul and Gwacheon, but the heavy tax will be maintained in the case of multi-household owners with three or more houses exceeding the tax standard of KRW 1.2 billion (official price of KRW 2.4 billion).

The government has proposed an amendment to the law to lower the comprehensive real estate tax rate from 0.6-3% for single-households and 1.2-6% for multi-households to 0.5-2.7% regardless of the number of houses.

As a result of discussions between the ruling and opposition parties, it was decided to lower the tax rate to 0.5-2.7% as per the government's plan for 1-housing and 2-housing owners (2-housing owners in areas subject to adjustment), and multi-housing owners with 3 or more houses with a tax base of 1.2 billion won or less (regardless of whether the area is subject to adjustment).

However, the heavy tax system will be maintained for three or more houses with a tax base exceeding 1.2 billion won, but the maximum tax rate will be lowered from 6% to 5%.

The plan to ease the basic deduction amount, which is subtracted from the tax table, was decided as per the government’s plan.

Currently, the basic deduction for a single homeowner is 1.1 billion won, but it will be eased to 1.2 billion won from the comprehensive real estate tax for next year.

The deduction for multi-homed people will also increase from 600 million won to 900 million won. The basic deduction for a single homeowner under the joint name of a married couple is increased from the current 1.2 billion won (600 million won per person) to 1.8 billion won (900 million won per person).
